The
Linkage Editor allows you to create links between your source and target content.
Before you can create links, you need to have done the following:

Set up source and target folders

Associated these folders with the appropriate locales in the Change
Properties dialog box

In addition to creating links, you also can enable and disable links,
search for links, view link properties, delete links and save links.
