Remarks
The bilingual parser is not required to test this delegate for each
file it processes. The framework will invoke the delegate to block
content from files from being propagated through the framework.
The delegate is provided through this property to give the
bilingual parser implementation a chance to optimize its processing
by directly skipping files who's content will anyway not be propagated
through the framework.
If this property is null no restrictions apply and all files
will be processed.
